OS great works, but will not restart or reset only boot disk?

OS great works, but will not restart or reset only operating system boot disk .... Vista Ultimate Board Processor Abit IN9 ... ... Pentium Dual Core works great, but not carry out a restart if a restart is selected shuts down but never goes up. The same happens with reset. What am I missing? Thanks in advance.

You have not said if it did work at one time, so that if it did, not a restore back to when I was working. Or if really bothers you, do a recovery. If this is a new product, return it.
