What is the best way to switch on and off every 12 hours?

I want some sort of relay or something going on and off each twelve hours. It would be better to operate at 24 volts, 12 volts or 5 volts, and should be allowed to go through twelve hours, then shut down twelve hours, over and over, automatically.

If you can work with mains power as a source, for example. a small PSU, a plug-in timer would be the solution simple, either the mechanical segments, or an electronic one. If you need to change something else, then you can always operate a 12V relay with a small PSU. It may be possible to find the control modules, but in many single unit, which would most likely be more expensive than a retail outlet on the timer.
